Obama to seek lower corporate tax rate

President Barack Obama will call for cutting the top 35 percent corporate tax rate as early as this month, according to two sources close to the administration.

The president is likely to propose a rate closer to an average of that seen in peer nations, the sources said.

This would jibe with remarks made last year by Treasury Secretary Timothy Geithner, who suggested the United States should be moving to a rate more in line with its major trading partners in the high 20-percent range.

Obama outlined tax measures - including closing tax loopholes for companies that move facilities and jobs overseas - in his State of the Union speech in January, and will lay out principles for revamping corporate taxes by the end of February, a senior administration official said.

"We will talk more before the end of the month on what corporate tax reform would look like," the official said on Friday, confirming that it would include a call for "lower rates."

Facing a potentially tough presidential re-election challenge this November, Obama will propose cutting the rate following the release of his 2013 budget plan on Monday, February 13, according to the sources, who were not authorized to speak on the record.

While he spent a big part of his January speech to Congress criticizing businesses for moving jobs overseas, Obama said that "companies that choose to stay in America get hit with one of the highest tax rates in the world."

Only Japan has a steeper corporate tax rate than the United States among industrialized countries, though other countries make up the revenue with a value-added tax, he said. The United States does not have a VAT.

An overhaul of the corporate tax system is extremely unlikely in an election year, but the president's proposal could be an olive branch to the business community to show that he agrees with them on one key aspect of tax reform.

"I think what he will end up doing is saying, 'For years folks have been asking for a lower corporate rate, and here it is - what do you think?,'" said Jared Bernstein, a former economic advisor to Vice President Joe Biden.

Obama's Treasury Department was close to releasing a revamp of corporate taxes last year, but pulled back after business opposition, according to a former official.

Republican Rep. Dave Camp, the chairman of the U.S. House of Representatives' tax-law writing Ways and Means committee, has set a goal of trimming the top 35 percent corporate rate to 25 percent.

Gene Sperling, director of Obama's National Economic Council, has told reporters that the president will be laying out "principles" for corporate tax reform close to the budget release.

Obama's corporate plan will also include a new minimum tax on foreign profits earned in low tax countries - an unpopular idea in the corporate community.

(AP) ? For the past decade women in the U.S. military have served, fought and died on the battlefields in Iraq and Afghanistan.

On Thursday, Pentagon rules will catch up a bit with reality, recommending to Congress that women be allowed to serve in more jobs closer to the front lines.

According to defense officials, the new rules are expected to continue the long-held prohibition that prevents women from serving as infantry, armor and special operations forces. But they will formally allow women to serve in other jobs at the battalion level, which until now had been considered too close to combat.

In reality, however, the necessity of war has already propelled women to the front lines ? often as medics, military police or intelligence officers. So, while they couldn't be assigned as an infantryman in a battalion or company going out on patrol, they could fly the helicopter supporting the unit, or move in to provide medical aid if troops were injured.

The officials said the new rules will change that, and formally allow women to be assigned to a battalion and serve in jobs such as medics, intelligence, police or communications officers. The changes would have the greatest effect on the Army and Marine Corps, which ban women from more jobs than the Navy and Air Force do ? largely because of the infantry positions.

Defense officials spoke about the report on condition of anonymity because it had not yet been publicly released.

There long has been opposition to putting women in combat, questioning whether they have the necessary strength and stamina, or whether their presence might hurt unit cohesion. There also have been suggestions that the American public would not tolerate large numbers of women coming home from war in body bags.

But the wars in Iraq and Afghanistan, where battlefield lines are scattered and blurred and insurgents can be around every corner, have made it almost impossible to keep women clear of combat. Thousands have served in the two wars, and more than 150 have been killed.

The Pentagon report, which initially was due out last spring, comes nearly a year after an independent panel called for the military to lift its ban on women in combat. The Military Leadership Diversity Commission said the Pentagon should phase in additional career fields and units that women could be assigned to as long as they are qualified.

A 1994 combat exclusion policy bans women from being assigned to ground combat units below the brigade level. A brigade is roughly 3,500 troops, and is made up of battalions, which can be about 800 soldiers.

So while a woman serving as a communications or intelligence officer can be formally assigned to a brigade, she can't be assigned to the smaller battalion. The military has gotten around those rules by "attaching" women in those jobs to battalions, which meant they could do the work, but not get the credit for being in combat arms.

And since service in combat gives troops an advantage for promotions and job opportunities, it has been more difficult for women to move to the higher ranks.

While the new rules won't open up the Navy SEALS or the Army Delta Force to women, some defense officials have said the military may eventually be open to that also. Former Defense Secretary Robert Gates told North Carolina ROTC students in 2010 that at some point there would be careful steps in that direction.

Already, however, women are serving with special operations forces in support jobs such as intelligence analysts, legal specialists, builders and administration assistants.

And in a new program gaining popularity in Afghanistan, women are serving on so-called cultural support teams that go out with commando units. The women on the teams are used to do things that would be awkward or impossible for their male teammates, such as talk to or even frisk burqa-clad women.

White House says open to compromise over contraception (Reuters)

WASHINGTON (Reuters) ? The Obama administration is willing to work with Catholic universities and hospitals in implementing new rules that require health insurance to cover birth control, a top adviser to the president's re-election campaign said on Tuesday.

Signaling possible room for compromise, David Axelrod said such religious institutions have a grace period to find a way to include health insurance coverage for contraception as part of the U.S. healthcare overhaul without going against Catholic Church doctrine.

"We certainly don't want to abridge anyone's religious freedom, so we're going to look for a way to move forward that both guarantees women that basic preventive care that they need and respects the prerogatives of religious institutions," Axelrod, a senior adviser to President Barack Obama's re-election team, said on MSNBC's "Morning Joe."

"This is an important issue. It's important for millions of women across this country. We want to resolve it in an appropriate way, and we're going to do that," he said.

Axelrod echoed comments from White House Press Secretary Jay Carney, who on Monday told reporters the administration wants to "implement this policy in a way that ensures that women have access to preventive care, but tries to allay the concerns of these institutions."

The White House has encountered strong opposition from Catholic Church officials, who say the move will force affiliated institutions to go against Church teachings. The Church does not condone birth control.

Over the weekend, Catholic clergy across the country called for congregations to protest the rule and pressure the administration to back down.

REPUBLICAN CAMPAIGN FODDER

The administration's 2010 healthcare overhaul calls for health insurance to cover basic preventative services for women.

The Institute of Medicine, an independent arm of the National Academy of Sciences that advises Congress and others on health issues, had recommended covering a fuller range of contraceptive services to help prevent unwanted pregnancies.

U.S. Health and Human Services Secretary Kathleen Sebelius adopted the institute's recommendation but included an exemption for churches, although not related religious organizations such as hospitals.

Axelrod did not signal that the administration would reverse course but did show signs that it had heard the Church's concerns.

"The real question is how do we get together and resolve this in a way that respects the concerns that have been raised but also assures women across this country that they're going to get the preventive care that they need," he said, speaking from Chicago.

The issue quickly took on political dimensions, with Republican presidential contenders criticizing the administration for stepping on religious liberty. Obama is seeking re-election in what many see as a referendum on his policies during the last three years.

Republican presidential frontrunner Mitt Romney, in Colorado, on Tuesday called the requirement a blow to religious beliefs.

"This kind of assault on religion will end if I'm president of the United States," he said.

Republican rival Rick Santorum, who is Catholic, called the White House's comments "ridiculous" while speaking in Colorado on Monday. Rival Newt Gingrich, also a Catholic, has also declared the policy a war on America's religious freedom.

In it, author Pamela Druckerman, an American writer who moved to Paris with her British husband 10 years ago and has since had three children, describes the Gallic method of parenting, which she says may be ?the perfect foil for the current problems in American parenting.?

?They assume that even good parents aren?t at the constant service of their children, and that there?s no need to feel guilty about this,? Druckerman writes in her book, which hit shelves Tuesday. ?While some American toddlers are getting Mandarin tutors and preliteracy training, French kids are ? by design ? toddling around by themselves.?

According to Druckerman, la m?re fran?aise preaches the importance of fixed meal times (complete with salad and cheese courses) and banishes snacks. They rarely breast-feed for more than a few weeks, happily put their children in state-run daycares while they resume normal routines, and typically let children cry themselves back to sleep at night.

It?s a method the Wall Street Journal calls ?a combination of unyielding expectations and an insouciant, hands-off approach.? French parents, writes the WSJ, ?are determined to counter the squalor and disorder of life with small children and preserve the ?rights? of parents to enjoy adult existence."
