(AP) ? Fans worldwide who want to bid Whitney Houston farewell will be able to watch her private funeral on the Internet.

Her publicist, Kristen Foster, announced that The Associated Press will be allowed a camera at the Saturday ceremony in Newark, New Jersey. The AP will stream the service on http://livestream.com/aplive . The event also will be available to broadcasters via satellite.

Houston was born in Newark. She died in Beverly Hills, California, on Saturday at the age of 48. Her body was flown back to her native New Jersey on Monday.

The service will be at New Hope Baptist Church, where she sang as a child. She will be buried in Fair View Cemetery in Westfield, where her father, John Russell Houston Jr., was buried in 2003.

Wall Street dips as traders cash in year's winners (Reuters)

NEW YORK (Reuters) ? Stocks of financial and basic materials companies led Wall Street lower on Tuesday after rallies by those groups this year, while the retail sector hit a record even as retail sales rose less than expected last month.

The weaker-than-expected gain in January retail sales was due in part to discounting in auto sales, but a rebound in an underlying measure of sales underscored the U.S. economic recovery's strength.

The S&P retail index (.RLX) edged up 0.2 percent to its highest on record.

Bank shares fell before a meeting of euro zone finance ministers on Wednesday to decide on a 130 billion euros bailout for Greece to avert a chaotic default.

"Greece is still very unsettled, and it makes perfect sense people are taking money out of financials," said Ken Polcari, managing director at ICAP Equities in New York, citing nervousness about the outcome of Wednesday's meeting.

On Monday, the S&P 500 rose near a seven-month high and was up more than 25 percent from a low in early October. The benchmark index has encountered strong resistance in the 1,355-1,360 area.

"The market is not falling apart. People are just taking some money off the table," Polcari said.

Financials (.GSPF) led declines on the S&P 500 with a 1.2 percent drop but are up 11 percent this year. Bank of America (BAC.N) shares fell 2.5 percent to $8.04 but have risen nearly 45 percent this year.

Basic materials shares (.GSPM), up almost 10 percent so far in 2012, were down 1 percent.

The Dow Jones industrial average (.DJI) fell 31.49 points, or 0.24 percent, to 12,842.55. The S&P 500 Index (.INX) lost 5.05 points, or 0.37 percent, to 1,346.72. The Nasdaq Composite (.IXIC) dropped 13.28 points, or 0.45 percent, to 2,918.11.

Micron Technology (MU.O) shares rose 5.9 percent to $8.31 after positive comments from analysts at JPMorgan and Oppenheimer. The stock is up 32 percent this year.

Moody's Investors Service put Britain's Aaa credit rating in jeopardy for the first time late on Monday. The agency also cut its outlook on the top-tier ratings of France and Austria and downgraded the ratings of six euro-zone nations, including Spain and Italy.

Data from Germany suggested Europe's bulwark economy is picking up its pace. The ZEW economic think tank's monthly poll of economic sentiment jumped to 5.4 from minus 21.6 in January, well above the consensus forecast in a Reuters poll of analysts.

Apple (AAPL.O) plans to announce a new version of its iPad in the first week of March, a Wall Street Journal report said, citing a person briefed on the matter. Apple shares rose slightly to $503.33 after closing above $500 for the first time on Monday.

UN Security Council visits Haiti to review mandate (AP)

PORT-AU-PRINCE, Haiti ? The U.N. Security Council began a four-day mission in Haiti on Monday to review the terms of its mandate and evaluate earthquake reconstruction efforts in the Caribbean country.

The 15-member delegation led by U.S. Ambassador Susan Rice plans to meet with senior Haitian officials, tour the future site of a job-generating industrial park and visit a police academy in the capital.

"We will see how the United Nations supports Haitian government institutions in security and governance," Rice said as she read from a prepared statement. "We will examine economic development efforts and we will look at the ongoing humanitarian challenges."

In its first mission since 2009, the delegation also aims to evaluate reconstruction efforts following the massive earthquake in 2010 that displaced more than a million people. It plans to see how it can help strengthen the national police force, which has a mere 8,000 officers in a country of 10 million.

The delegation will visit a treatment center for patients who have fallen ill to cholera. Now an epidemic, the disease has been a source of tension between Haitians and peacekeepers after several studies showed that a unit from Nepal, where the disease is endemic, likely brought the disease.

Haiti now has the highest cholera rate in the world and the disease has killed more than 7,000 people and sickened more than 526,000 others, according to Haitian officials.

Tensions have been further strained because of several abuse allegations involving peacekeepers. The cases are under investigation.

The U.N. set up the peacekeeping force in Haiti known by its French acronym Minustah in 2004 to provide stability following the overthrow of then-President Jean-Bertrand Aristide.

President Michel Martelly hopes to replace the U.N. peacekeeping mission of 11,000 troops by restoring the national army, which was disbanded in 1995 because of its involvement in coups and history of abuse, and turning it into a "professional" force.

The Security Council would need to revise its mandate if the Haitian government took concrete steps to restore the army. The existing agreement, which focuses on developing Haiti's police force, has no provision to allow peacekeepers to work with a Haitian military

On the same day the Security Council arrived, a delegation from the Caribbean Community came for a two-day trip. The mission will look at ways to help Haiti recover from the earthquake and try to engage the country more in the regional bloc.

The fight begins: Obama's budget going to Congress (AP)

WASHINGTON ? The new budget that President Barack Obama is sending to Congress aims to achieve $4 trillion in deficit reduction over the next decade by restraining government spending and raising taxes on the wealthy. To help a weak economy, Obama's proposal Monday requests increases in transportation, education and other areas.

While administration officials on Sunday defended the plan as a balanced approach, Republicans belittled the effort as a repeat of failed policies that did too little to attack soaring costs in such programs as Medicare and threatened growth by raising taxes.

The debate is almost certain to go all the way to Election Day in November with gridlock keeping Congress from resolving many pressing issues on expiring tax cuts and across-the-board spending cuts until a lame-duck session at year's end.

Obama's spending blueprint for the budget year that begins Oct. 1 projects a deficit for this year of $1.33 trillion. That would mean four straight years of trillion-dollar-plus deficits.

The budget will project a decline in the deficit to $901 billion in 2013 and continued improvements shrinking the deficit to $575 billion in 2018.

Republicans said Obama's plan was a stark reminder that the Democratic president had failed to meet the pledge he made after taking office in 2009 to cut the deficit in half by the end of his first term.

But Jacob Lew, Obama's chief of staff, said the administration had to contend with a deep recession and soaring unemployment that had driven the deficits higher than anyone anticipated. He said Obama's plan would cut the deficit below 3 percent of gross domestic product by 2018, to levels that economists generally view as sustainable.

He said faster deficit cuts now would set back an economy still struggling with high unemployment. Lew, Obama's former budget chief, also said it was critical that Congress agree to extend a payroll tax cut due to expire at the end of February. Failure to extend it, he said, would cause another hit to the economy.

"I think there is pretty broad agreement that the time for austerity is not today," Lew said during a series of appearances on Sunday talk shows. "Right now we have an economy that's taking root ... austerity measures right now would take the economy in the wrong way."

House Republicans are preparing their version of Obama's budget that will propose sharper reductions in government entitlement programs such as Medicare while avoiding any tax increases.

"We're taking responsibility for the drivers of our debt," said the chairman of the House Budget Committee, Rep. Paul Ryan, R-Wis. "So when the dust settles and people see actually what we're doing, how we're promoting bipartisan solutions."

Senate Republican leader Mitch McConnell of Kentucky said Senate Democrats did not want to vote on Obama's spending plan, so he would once again put it forward for a Senate vote where he predicted it would fail as it did last year.

Lew blamed House Republicans for pushing extreme measures rather than trying to reach consensus with Democrats and avoid the kinds of last-minute crises that roiled financial markets in 2011, such as the summer showdown over raising the government's borrowing limit.

"Congress didn't do a great job last year. It drove right to the edge of the cliff on occasion after occasion," Lew said. "A lot of that was because of the extreme conservative approach taken by House Republicans."

According to a White House fact sheet, Obama's budget will adhere closely to the approach he outlined in September in a submission to the congressional "supercommittee" that failed to agree on at least $1.2 trillion in additional spending cuts to keep across-the-board cuts from taking effect next January.

The Obama budget sticks to the caps on annual appropriations approved in August that will save $1 trillion over the next decade. It also puts forward $1.5 trillion in new taxes, primarily by allowing the Bush-era tax cuts expire at the end of this year for families making $250,000 or more per year.

Obama, as he has in the past, also proposed eliminating tax deductions the wealthy receive and would also put in place a rule named for billionaire Warren Buffett that would seek to make sure that households making more than $1 million annually pay at least 30 percent of their income in taxes.

Obama would also impose a new $61 billion tax over 10 years on big banks aimed at recovering the costs of the financial bailout and providing money to help homeowners facing foreclosure on their homes. It would raise $41 billion over 10 years by eliminating tax breaks for oil, gas and coal companies and claims significant savings from ending the wars in Iraq and Afghanistan.

Lew said the budget would cut spending by $2.50 for every $1 in extra taxes it seeks.

"In the long run, we need to get the deficit under control in a way that builds the economy," Lew said. "We do it in a way that's consistent with American values so that everyone pays a fair share."

Among the areas targeted for increases, Obama is proposing $476 billion in increased spending on transportation projects including efforts to expand inner-city rail services.

To spur job creation in the short-term, Obama is proposing a $50 billion "upfront" investment for transportation, $30 billion to modernize at least 35,000 schools and $30 billion to help states hire teachers and fire, rescue and police. Republicans in Congress, opposed to further stimulus spending, have blocked these efforts.

The Obama budget seeks $360 billion in savings in Medicare and Medicaid mainly through reduced payments to health care providers, avoiding tougher measures advocated by House Republicans and the deficit commissions that said restraining health care costs will be critical in the future.

Lew appeared on ABC's `This Week," CNN's "State of the Union," "Fox News Sunday," NBC's "Meet the Press" and CBS' "Face the Nation." Ryan was on ABC and McConnell was on CBS.

Rural residents strike back at Lucas film empire (omg!)

NICASIO, California (AP) ? Luke Skywalker would be proud. A rebel alliance has formed in the hills north of San Francisco to fight a perceived Evil Empire.

The alliance is a group of Marin County homeowners. Their phantom menace is George Lucas, the world-renowned filmmaker whose Star Wars Trilogy sky-rocketed him to acclaim and fortune.

The plot is simple: Lucas wants to expand his filmmaking empire in the quiet valley that has been home to his Skywalker Ranch for three decades, building a 270,000-square-foot (25,000-square-meter) digital media production compound on historic farmland known as Grady Ranch. Neighbors say the massive structure will constrain their lifestyle with additional noise, traffic and harmful environmental impacts on the pristine countryside.

But the plot thickens. Other residents say Lucas has been a stellar neighbor and a steward of the land who has protected massive swaths of agricultural acreage from housing developments, while bringing jobs and tax-paying residents to the community.

It will all play out before what is likely to be a wide audience at the Marin County Planning Commission meeting on Feb. 27.

Residents of Lucas Valley Estates, a subdivision of 174 midsize to upscale homes about a half-hour drive north of the Golden Gate Bridge, are leading the charge against Grady Ranch. They believe the latest Lucas compound is simply too big for Lucas Valley, named for a 19th century rancher and no relation to the 67-year-old filmmaker.

"This is really the last gateway of historic farmland up here," said Liz Dale, an economist who specializes in land policy. "This is a nonsensical location."

The neighbors say Lucasfilms Ltd. pulled a stealth move on them, quietly taking a master plan that was passed in 1996 by the county supervisors, and then presenting a revised plan before the planning commission in December with what they say was little public notice.

That plan includes a 51-foot (15.5-meter)-tall, mission-style compound with two 85-foot (26-meter) towers, two indoor sound stages as well as an outdoor stage of nearly 7,000 square feet (650 square meters). There will be screening rooms, guest housing for visiting production teams, a general store and cafeteria for employees, as well as a 4,000-square-foot (1,200-meter) wine cave for private tastings and storage of the wine and olive oil produced on the working ranches.

Lucasfilm hopes to have the necessary permits in place and break ground by next year, with construction taking 18 months to two years.

"When the plan was passed in 1996, everybody had George Lucas stars in their eyes and whatever he wanted, they were happy to give," said Rachel Kamman, a water resources engineer who lives in another nearby subdivision.

"They wanted him to stay in Marin County," she said. "We still want him to stay in Marin County; people value his job, we value his industry, the creativity, and people think it's reflective of this county. But this is a big-boxed, outsourcing facility with significant unmitigated environmental impact."

Lucas' other projects include Skywalker Ranch and Big Rock, all adjoining the Grady compound. Combined, they comprise some 6,100 acres (2,470 hectares) of grassy knolls, valleys and steep hillsides. Yet 95 percent of that land remains undeveloped and protected.

Skywalker houses sound and recording studios used for film and television scores and sound effects. Big Rock houses Lucasfilm Animation, multimedia office space and the George Lucas Educational Foundation.

Both have a working fire brigade with fire trucks and full-time firefighters who have helped other communities in Northern California.

Neighbors acknowledge that Skywalker and Big Rock have fit quietly into the community, but worry the bigger structure at Grady Ranch could one day morph into anything from a theme park to a casino, a winery or hotel.

"This is a way to get in, and then it's too big to fail," said Carl Fricke, an environmental scientist who lives down the winding, two-lane road that runs past all the Lucas ranches and the homeowners of Lucas Valley Estates.

Tom Forster, director of communications at Skywalker, insists the digital production facility at Grady will be no temple of doom. It will eventually be screened from view when the trees mature, there will be minimal noise and they will spend millions to mitigate traffic concerns.

"We're a really strong film company, in fact the only one in the Bay Area, and we have such a good and strong history of employing thousands and doing good work ? with no history of these various fears of tremendous noise and ugly traffic," Forster said.

There will be an 11-mile (18-kilometer) public hiking and biking trail; they've devoted 800 acres (320 hectares) to Marin County open space that will never be developed, power lines will be underground and new bridges and water tanks will be installed to protect the creek and offset water use.

The Grady Ranch digital production facility will employ 340 people and most of the parking will be underground.

"We've been good stewards of the land; we cleaned up all the old farm dumps and rusted cars and trash and old refrigerators that were discarded in the creek beds," Forster said, as he drives by a covered wooden bridge and ancient tractor equipment on display in the fields.

Emilie Nicks, director of corporate communications for Lucasfilm, said she's frustrated that none of the Lucas Valley Estates homeowners has approached them to talk about the plan.

She wants them to know that digital filmmaking no longer requires the crash-bang of the old film sets and that their sound stages are so well insulated with acoustical walls that noise does not carry outside; the outdoor stage will be used mainly to capture natural lighting.

"It's important to us to be good neighbors and respectful of their concerns," she said.

The neighborhood association said they'd like to work with Lucasfilm to help them find other locations in Marin County, closer to the commercial corridor along Highway 101.

"I think that he could be a hero if he did a sensitive project in this location," said Tom Taylor, an architect and Lucas Valley Estates resident. "It could be something that makes a statement about what he's created in his career, rather than slapping something the size of two football fields out there. It looks like a casino or a theme park, any shopping mall in any place."

John Newman, president of a small wine business who lives in Marinwood, two subdivisions down from Lucas Valley Estates, believes it's "disingenuous" for his neighbors to complain about the Lucas ranches. He said it's a textbook case of not-in-my-backyard mentality.

"Skywalker has been an excellent neighbor," Newman said. "They've kept a low profile and they've had 30 years of demonstrating that they'll do anything possible to accommodate the community."

He noted that many Lucasfilm employees live in the community and that the alternative might have been more houses on Grady Ranch.

"That's a gift and a blessing to the community that seems to be forgotten by the homeowner's association," Newman said.

Old well becomes focus of search for more bodies (AP)

SAN FRANCISCO ? A death row inmate has led authorities to an area of Northern California believed to be the burial sites of two victims of the notorious "Speed Freak Killers," as searchers focused Saturday on an abandoned well for any additional remains.

A partial human skull and bones were found buried Friday on a remote property in Calaveras County. A day earlier, searchers found a skull and bones at another site in the area about 60 miles south of Sacramento.

They were led there by inmate Wesley Shermantine, who was convicted of murdering 16-year-old Chevelle "Chevy" Wheeler. Authorities say he and childhood friend Loren Herzog killed the girl as part of a methamphetamine-fueled killing spree in the 1980s. The two were arrested in 1999.

Deputy Les Garcia, spokesman for the San Joaquin County sheriff's department, said it would take time to identify the remains found Friday. But Wheeler's parents said authorities notified them that the remains were found in a spot where Shermantine said their daughter was buried after she disappeared in 1985.

"They said they found her wrapped in a blanket," Paula Wheeler, the girl's mother, told The Associated Press by phone from the family's home in Crossville, Tenn. "This is a happy day. We can finally have some closure."

The remains found Thursday were thought to be of Cyndi Vanderheiden, a 25-year-old last seen in front of her Linden home in 1998. Both sets of remains were found in two sites near property once owned by Shermantine's family.

Shermantine agreed to disclose the locations of bodies in return for a bounty hunter's offer of $33,000. He is giving hand-drawn maps to authorities, who are now turning their attention to a third site ? an abandoned well ? in San Joaquin County.

The old cattle ranch well near the town of Linden, just outside of Stockton, has layers of backfill that have slowed down its excavation, authorities said. Shermantine claims Herzog buried as many as 10 bodies there.

Shermantine was convicted of four murders and sentenced to death. Herzog was convicted of three murders and sentenced to 77 years to life in prison, though that was later reduced to 14 years. An appeals court tossed his first-degree murder convictions after ruling his confession was illegally obtained.

Herzog was paroled in 2010 to a trailer outside the High Desert State Prison in Susanville. He committed suicide outside that trailer last month after Sacramento bounty hunter Leonard Padilla told him Shermantine was disclosing the location of the well along with two other locations.

Padilla has promised to pay Shermantine as much as $33,000 to disclose the locations of the bodies. He said he hopes to collect on rewards being offered by the state of California for information about several missing persons suspected of being victims of Herzog and Shermantine.
