Stating that the current year has been a difficult one for the world economy, Indian President Pratibha Patil said that the country would back to the high economic growth trajectory of 8 to 9 percent.
Addressing the joint session of Parliament on first day of the budget session, Pratibha Patil said, "Economic uncertainties have had an adverse impact across the globe. There is increased political uncertainty and turbulence in the international system and the environment in which we operate has become more challenging over the last one year."
"Our economy grew at a handsome rate of 8.4 per cent in 2010-11, but it has slowed down to about 7 per cent this year.? This remains a healthy growth given current global trends".
"India's growth prospects arise from factors such as high domestic savings and investment rates, favorable demographics, and a stable democratic polity. My government is confident that it will soon steer the country back to the high growth trajectory of 8 to 9 per cent," said the President.

Stating that the UPA government was committed to providing an honest and more efficient governance, she said: "In deference to the long cherished wishes of the people of the region, my government signed a tripartite agreement for setting up of the Gorkhaland Territorial Administration."
"Another tripartite Memorandum of Settlement has been signed with United People's Democratic Solidarity in Assam. A non-lapsable central pool of resources has been created to cover the gaps in funding requirements of Central Government projects in the North-East," she added.
During her speech, she also pointed out that the UPA government had pursued a foreign policy of promoting peace and cooperation in immediate neighborhood and beyond to achieve socio-economic development and national security in the country.
"My government remains firmly committed to the success of the South Asian Association for Regional Cooperation. We wish to see all nations in South Asia prosper, enjoy stability and realize their true potential through the broadening of regional economic cooperation, trade and infrastructure development," said Pratibha.

GAZA CITY, Gaza Strip (AP) ? Israeli airstrikes killed a schoolboy and two other Palestinians in the Gaza Strip on Sunday, while Gaza rocket squads fired salvos into southern Israel, deepening the worst round of violence between the sides in more than a year.
The Israeli military said its aircraft targeted rocket launchers and a Gaza health official said the 12-year-old boy, a 60-year-old farm guard and a militant were killed as the exchanges of fire entered their third day. Egyptian efforts to achieve a cease-fire faltered, spurned by the two factions in the territory responsible for the rocket fire.
The violence has shattered a monthslong lull and was touched off on Friday by an Israeli air assault that killed the commander of the Popular Resistance Committees militant group, an ally of Gaza's Hamas rulers. Since then, Israeli airstrikes have killed 16 Gazan militants and two civilians, and fighters in the territory have fired more than 120 rockets at Israel, seriously wounding two civilians.
Gaza health official Adham Abu Salmia said the militant killed Sunday was at a rocket launching site in Gaza City. The boy was hit while walking with a friend to school in the northern city of Jebaliya and the guard died in Gaza City while walking with his dog, who was also killed, he added.
Israeli police spokesman Micky Rosenfeld said the dozen rockets launched from Gaza on Sunday caused no injuries or damage. The Israeli military claims more casualties were averted since the fighting began because Iron Dome missile defense batteries intercepted more than 90 percent of the rockets they targeted.
Israel accused the PRC commander, Zuhair al-Qaissi, of plotting an infiltration attack into southern Israel from Egypt's lawless Sinai peninsula, similar to the one they claim he orchestrated in August, which killed eight Israelis.
The PRC, best known for its role in the 2006 capture of Israeli soldier Gilad Schalit recently freed in a prisoner swap, has never taken responsibility for the August raid.
Israeli Prime Minister Benjamin Netanyahu said Israel remains prepared for a strike on its southern flank and pledged to deploy more Iron Dome missile defense batteries in the future.
"We exacted a heavy price and continue to exact it," Netanyahu said of the Israeli strikes on Gaza. "We will continue to overcome these terror threats."
Some 1 million Israelis are within range of rocket fire from Gaza, and on Sunday, schools throughout the area and Ben-Gurion University in Beer Sheva were closed because of the fighting. Rosenfeld said police stepped up their presence in southern Israel.
Israel and Gaza militants have frequently traded low-level fire since the 2009 war, but a flare-up of this intensity is rare. The United Nations and the U.S. State Department have condemned the violence and called on both sides to exercise restraint.
Gaza's militant Islamic Hamas rulers have denounced the Israeli airstrikes but their fighters have not attacked Israel, leaving that to other, smaller militant groups.
Hamas has largely avoided direct attacks on Israel since the Jewish state conducted a bruising three-week war against the militant group in early 2009 that killed hundreds of Gazans and destroyed many Hamas facilities.
But the Iranian-backed Hamas has been smuggling increasingly sophisticated weapons into the seaside territory and Israel holds it responsible for all violence emanating from Gaza.
Israeli Foreign Minister Avigdor Lieberman told Israel Radio on Sunday that there was no point in Israel's launching another large-scale offensive in Gaza unless it sets out to topple the Hamas regime. Lieberman wouldn't say whether such an operation was planned but noted that the violence from Gaza was "unacceptable and we won't reconcile ourselves to it."
Despite Lieberman's tough talk, neither side is believed to be interested in all-out war.
"We are not interested in escalations in and of themselves," Israel's military chief, Lt. Gen. Benny Gantz, said on Sunday.
Egypt, which has helped arrange truces in the past, has been trying to end the current round of fighting.
"Our contacts are still ongoing and we hope that all parties will respond to avoid going down a path no one wants," said Egypt's ambassador to the Palestinians, Yasser Othman.
But the two militant factions leading the fighting, al-Qaissi's PRC and Islamic Jihad, said they rejected truce overtures.
"There is no room to talk about calm considering the continued Zionist aggression against Gaza," Khaled Batch, a leader of the Islamic Jihad militant faction in Gaza, told The Associated Press.
"We have received an offer to restore the calm and we rejected the offer," Abu Mujahed, spokesman for the Popular Resistance Committees, told the AP. "We will not give calm for free."
Hamas officials, for their part, said they have been in touch with leaders in Qatar, Turkey and the Arab League in an effort to contain the violence. Hanan Ashrawi, a Palestinian spokeswoman, accused Israel of deliberately provoking the violence and said Palestinian President Mahmoud Abbas had also been touch with leaders in Gaza and Egypt to try to restore calm.
Abbas has had little on-the-ground influence in Gaza since Hamas violently overran the territory in June 2007.

SAO PAULO (AP) ? Brazil and FIFA have put their rift behind them. Now it's time to get to work.
A public dispute brought uncertainty over the country's preparations, but both sides are moving forward after apologies from FIFA were accepted by the Brazilian government Thursday and approval of a key bill in Brazil's Congress.
With two years to go until the World Cup and just more than a year before the Confederations Cup, infrastructure remains a concern along with stadium construction problems in some cities.
FIFA inspectors are visiting host cities, checking on progress and working closely with local governments. The team of nearly 40 people from FIFA and the local organizing committee were in the southern city of Curitiba on Thursday.
Things looked bleak only a few days ago, with questions raised about whether Brazil would be able to host soccer's premier event. FIFA Secretary General Jerome Valcke sent a blunt, vulgar message to Brazil on Friday about preparations.
Brazil Sports Minister Aldo Rebelo called the comment "unacceptable, offensive and inappropriate" and told FIFA the government would not deal with Valcke anymore. Valcke apologized Monday, as did FIFA President Sepp Blatter on Tuesday.
On Thursday, the Sports Ministry said in an emailed statement that Rebelo had sent letters to Blatter and Valcke indicating he had accepted their apologies. The statement said Brazilian President Dilma Rousseff would meet with Blatter, but didn't indicate when.
The letters didn't explicitly say Brazil was withdrawing its request to no longer work with Valcke. The ministry said the matter would likely be resolved after Rousseff met with Blatter, probably next week in Brasilia.
A key sticking point had been the delay by a congressional commission passing a bill about organizing the World Cup, accepting several demands by FIFA and giving it financial and legal guarantees in controlling the event.
The bill still must go through both chambers of Congress before reaching Rousseff. But it was a big victory for FIFA and the government, which was under pressure from local critics who say soccer's governing body has been granted too much power.
Valcke's comments infuriated many Brazilians, but there were those who didn't think he was too far off. Former Brazilian star Ronaldo, a member of the local organizing committee, agreed with him that the preparations are running late. Romario, another former star turned congressman, concurred.
"It was unfortunate but it doesn't mean he was wrong," Ronaldo said. "Brazil promised to deliver the World Cup bill, promised to deliver the infrastructure projects, but there is still a lot that hasn't been done."
Valcke also said that "things are not working in Brazil" and "not a lot is moving" with stadium building and infrastructure renovation.
FIFA inspectors saw some of the problems close up Wednesday when they visited Beira-Rio stadium, which is expected to host five World Cup matches.
The inspectors found an empty construction site at the venue in southern Brazil because a lack of financial guarantees to renovate the stadium halted work eight months ago. Local officials told FIFA the problem is expected to be solved by next week, but if the indecision continues much longer Porto Alegre may have to rush to find a new venue to avoid being dropped as a host city.
"We have total confidence that the stadium will be delivered on schedule on Dec. 31, 2013," said Ricardo Trade, an executive director at the local organizing committee. "Porto Alegre is at the same stage as other cities."
The Brazilian government guarantees that construction in most stadiums is on track, but acknowledges there are delays in Cuiaba and the jungle city of Manaus, where less than 40 percent of the work has been completed.
Rebelo also said that more than 40 of the 51 infrastructure projects planned for the World Cup in the 12 host cities will be completed in 2013, but it's clear many won't be ready in time for the Confederations Cup.
"The minister is already being more pro-active in his management of the work needed for the World Cup," said Jose Roberto Bernasconi, president of a Brazilian association of architectural and consulting engineering companies.
"It seems he is fully dedicating himself to making sure the local governments pick up the pace where needed. Some projects are not being conducted at the most adequate pace. Some will be ready in time but some won't."
It remains unclear if the northeastern cities of Recife and Salvador will be ready in time to host the Confederations Cup. FIFA will decide in June whether they will join Rio de Janeiro, Brasilia, Belo Horizonte and Fortaleza for the tournament.
The FIFA inspectors are making comprehensive visits to six host cities this week, checking on areas dealing with traffic, security, fan management, commercial partners, marketing, hospitality and media. Last year, the inspection team visited the other six cities. The FIFA team travels to Cuiaba on Friday, Manaus on Saturday and Natal on Monday.
"We should and must work together," Blatter said in his letter of apology. "We have the common goal to organize an extraordinary World Cup in the land of football."

HUNTSVILLE, Texas (AP) ? A Texas man condemned for fatally shooting his estranged wife and the neighbor who became her boyfriend denied killing them Wednesday, moments before he was put to death by lethal injection.
Strapped to the gurney inside the death chamber, Keith Thurmond declared, "I didn't kill my wife. ... I swear to God I didn't kill her."
His execution for the 2001 slayings near Houston came about an hour after the U.S. Supreme Court rejected arguments to halt the capital punishment, the third this year in Texas. The 52-year-old Thurmond was pronounced dead at 6:22 p.m. ? 11 minutes after lethal drugs began flowing into his arms.
Thurmond's attorneys argued that lawyers representing him in earlier appeals were "grossly deficient" and that his execution should have been postponed until justices decide on a similar case in Arizona.
With his death nearing Wednesday, Thurmond blamed the shooting deaths on another man before telling prison officials, "Go ahead and finish it off."
As the drugs began flowing, he said, "You can taste it." He wheezed and snored before losing consciousness.
The killings occurred after sheriff's deputies showed up at Thurmond's mobile home on Sept. 25, 2001, with a court order removing his 8-year-old son and putting the boy in the care of his mother.
Thurmond became irate and stormed down the road to the mobile home where his 32-year-old wife, Sharon, was living with her new boyfriend, Guy Fernandes, 35, near Magnolia in Montgomery County, about 35 miles north of Houston.
Fernandes' father, brother and sister were among those who witnessed Thurmond's execution. They were joined by Sharon Thurmond's brother and two nieces. All stood stoically a few feet from Thurmond and declined comment after his death.
Thurmond's brother, Tom, was at Thurmond's home the day of the killings, heard gunshots and looked out the door. He saw Thurmond outside standing over his wife with a gun in his hand.
At the 2002 capital murder trial, Keith and Sharon Thurmond's son testified that he saw his father shoot his mother repeatedly in the yard behind Fernandes' mobile home.
Thurmond surrendered to police after a two-hour standoff.
Evidence showed Sharon Thurmond had been shot seven times with a .45-caliber semiautomatic handgun that was later found in Thurmond's home. The same gun was used to shoot Fernandez twice in the head. The gun's firing pin was missing and pieces of it were near the body of Fernandez, who also had been beaten in the head with the weapon.
During the punishment phase of his trial, a former girlfriend testified that Thurmond stalked and raped her after she ended their relationship. She told jurors that he cut her stuffed animal's head off and that she feared he would do the same to her.
A second woman testified that she faced similar abuse and harassment until she obtained a court order against him. Sharon Thurmond also had two court orders against him.
Prosecutors said these incidents proved Thurmond was a threat to society, an element Texas jurors must consider when deciding on the death penalty. John MacDonald, Thurmond's lead trial attorney, said that background on Thurmond's character very much hurt his defense.
In an appeal petition, Thurmond's attorneys said the sentence was too harsh. They said his former appellate lawyers failed to track down any of his relatives who could have testified that he had been abused as a child and that this could have accounted for his behavior.
State lawyers opposed the petition, arguing that unlike the Arizona case, Thurmond's earlier attorneys didn't abandon him and that any information now from the prisoner's relatives likely would not have altered the outcome of the trial.

The biopic's producers are already searching for the perfect lead actress for Fame Monster: The Lady Gaga Story (reportedly written by Norman Snider).

Back to her issues with the film for a moment: Lady Gaga has never shied away from publicity, obviously, so what's the problem with the film?
"Gaga doesn't want it getting out; it will portray her as insecure and needy," explains a friend. "She wants to be seen as powerful and strong."
